IS NIANTIC stoping Trackers? (SECRET UPDATE)

There is new Secret Update in Pokemon GO! It was not a APP Update but it was just a Server update! What this does is, it changes the CP, the IV's and the Moveset for individual Pokemon for every Trainers that are below level 30! Though it is not that simple! Let me break things out a little bit.
In Pokemon GO, Trainers go out, search and hunt Pokemon! The main goal of the Trainers is to catch them all and specially the RARE once! It is really hard and frustrating to find every Pokemon and the rare one just by walking! So, there is a tracker in the game built in that lets you track down Pokemon easily! But it is not that helpful either in some places! As a result, there is many 3rd Party Tracker, used to track down Pokemon and show them in websites/ Apps!
This trackers works as bot accounts! Normally these accounts are below level 30! So, NIANTIC just did this update so, Trackers can not find and broadcast HIGH IV Pokemon. But these trackers are not dead completely as they can still locate RARE Pokemon spawns! That basic algorithm has not changed! There is some more changes with the Moveset and CP! The accounts under LEVEL 24 will have random IV, CP, Moveset altogether making tracking super hard! Then, from Level 25-30 will have same IV, Moveset for each level! That means, every Level 25 Trainer will catch same IV, Moveset Pokemon but it will be different from Level 26 Trainer's! Lastly for those who have accounts above Level 30 will have same IV, Moveset! So, this means Trackers can still locate Pokemon with 3rd party Trackers but they can not certainly claim the actual IV and the Moveset for now!
This actually shows how NIANTIC is constantly trying to make this game fair! So that spoofers can not round around the world for BEST IV Pokemon with IDEAL MOVESETs! During the EGGSTARVAGANZA, they have also worked out and kind of stopped Trainers to use more than one device to connect to their account at a same time! Practically that means, if you log into two phones, the sighting list will be empty and no Pokemon will spawn! This update was not confirmed by NIANTIC but i experienced it myself so i thought it was worth mentioning! This all leads to one SATISFACTORY ENDING that we will be seeing a game with no SPOOFER and no HACKER! It may take a while but NIANTIC surely doing their HOMEWORK!
